Action Contre la Faim (ACF) is a humanitarian association recognised as being of public benefit and founded in 1979, the organisation operates in 47 countries in the fields of nutrition, health, food security and livelihoods, water, hygiene and sanitation and mental health and care practices.
Contract duration: 6 months
Receiving base: Pemba
Availability: Imediate
Special Conditions: Position available for all Mozambique
Remuneration: 172,652.00 (Gross monthly Income) and 13th Month paid in December (prorata depending on the starting date)
Benefits: Health insurance including partner and children (providing certificates); 2 days per month paid leaves
SPECIFIC OBJECTIVES (NOT COMPLETE)
This person will be responsible for Lead and supervise the implementation of water supply, sanitation and hygiene activities in the assigned area of intervention.
Objective 1: Ensure planning and implementation of WASH projects activities
- Plan and supervise the implementation of identified WASH activities in coordination with other departments and in accordance with projects’ proposals and ACF’s standards;
- Define implementation modalities (identification and registration of beneficiaries, distribution, monitoring, etc.);
- Ensure that projects are managed in accordance with ACF’s rules and process;
- Lead the development and monthly follow up of key Project Management tools including APR quantitative, APR narrative, work plan, MEAL plan, budget follow-up (BFU), expense plan, PPP (procurement plan);
- Lead the operational management of the project including launch and follow-up of procurements, budget and expense analysis, archiving of program documents;
- Ensure safety measures are respected on worksites. Identifying safety risks (e.g. at construction sites and/or during community-based work) and implementing safety measures to minimize those risks for both the teams and the local population;
- Identify and anticipate problems or constraints.
Objective 2: Ensure monitoring, evaluation and reporting of projects
- Define tools for monitoring and evaluating the impact of activities and contribute to improving the relevance and quality of WASH interventions.( WASH emergency , development and recovery);
- Conduct regular supervision of activities including through field visit;
- Monitor project indicators and produce the requested reports;
- Ensure the implementation of recommendations from internal audits/visits by Coordination team members to the field/field assessments;
- Ensure timeliness, validation by relevant line Managers, quality and completeness of reporting for all planned activities of internal and external report;
- Participate in the capitalization of good practices, documenting lesson learning , story;
- Contribute to donor reporting as per projects’ requirement;
- Implementing complaint and feedback mechanisms promoting transparency and accountability, particularly in respect of beneficiary populations.
Objective 3: Lead and supervise the projects teams
- Recruit and train the WASH team members as well as ensure clear roles and responsibilities for each team member;
- Ensure the development and follow up of Individual Action Plan for each team member;
- Conduct yearly Appraisal for each team member;
- Plan and coordinate the team’s activities;
- Identify further training needs and organise relevant trainings as per needs in coordination with Head of Department and FCO;
- Ensure technical support to each WASH team member and liaising with the Head of Department or Field Coordinator as necessary;
- Conduct regular team meetings.
Objective 4: Ensure ACF representation at the local level, including coordination and collaboration with other actors
- Coordinate with other departments within ACF in order to ensure most efficient use of resources and programmes integration;
- Collaborate with the Field Coordinator to ensure presentation and understanding of ACF and ACF’s programming to relevant stakeholders in the area of intervention;
- Ensure technical representation of ACF at area level in relevant forum;
- Develop a framework for communication with local representatives (regular meetings, identification of key local actors and development of collaboration) in order to facilitate harmonious and productive relations;
- Develop and maintain a relevant network of partner and key stakeholder allowing the best understanding of context and smoothest implementation of activities;
- Provide regular WASH updates using 5W matrix and reports to the intervention district government offices;
- Participating in joint assessment with Partners and UN agencies , and donor visits whenever requested by Field Coordinator and Head of Department.
Objective 5: Contribute to identification of needs and formulation of new projects
- Evaluate the relevance and appropriateness of the intervention in view of the evolution of the context and needs;
- Carry out assessments and evaluations of humanitarian needs, among crisis-affected populations in the area of intervention;
- Conduct regular monitoring of the needs of crisis affected population in the area of intervention;
- Contribute to operational and technical strategy adapted to the local situation with the Head of Department and Field Coordinator (Needs, appropriateness of approach, context, data…);
- Contribute to project development by providing input to Head of Department and Field Coordinator ensuring relevance between needs, programmes design and implementation.
Objective 6: Projects specific or technical specific
- Assess and design WASH facilities to be rehabilitated, maintained and constructed; prepare bill of quantities and specification (BoQ) and lead the Hygiene and sanitation promotion activity;
- Provide the necessary support and guidance to technical staff in the field and base office to ensure that key crosscutting issues including gender, accountability to affected population, protection and others are systematically mainstreamed during program planning and implementation, as well as properly monitored and reported;
- Define and propose WASH operational technical approaches for the implementation of the WASH activities at the intervention districts;
- Review and update the WASH projects’ approaches and modalities regularly based on the need and context;
- Prepare bills of quantities for WASH infrastructures (water supply and sanitation) according to the national standards and donor as well as with logistical, administrative, and financial regulations of the mission;
- Commitment to conduct all duties in a professional manner following Action contre la Faim’s regulations, Action contre la Faim mandate and charter including promotion of gender equality and safeguarding.
This list of responsibilities is not exhaustive. Some others responsibilities / tasks can be added, according to the activities and after validation by the Superiors.
SKILLS REQUIRED
Diploma / Level of studies:
Bachelors or diploma degree from college or university in Hydro-geology, Hydraulics Hydrology, Water/ Civil/Sanitary /Engineering or any WASH-related studies.
Required Skills:
- Ability to coordinate and manage staff, finances, and project activities
- Good organizational skills
- Good communication skill, Interpersonal skills
- Proficiency in MS Office package
- Good knowledge of Project Cycle Management tools
- Proficiency in English spoken, read, written in addition to Portuguese language
- Motivated and willing to work as a team
- Flexibility, adaptability, creativity
- Personal commitment in promoting Gender Equality
Preferred Skills:
- Knowledge of the area of intervention and local context
- Interest in emergency context and willing to travel and work in hard to reach areas
- Experience in Personal Safety and Security Management
- Experience in managing a team and project budget
- Knowledge of the WASH intervention framework , manuals, sectoral training tools
- Knowledge of the sector Integrations (Nutrition, FSL, Mental Health and Care Practices)
- Familiarity with GIS, data analysis and water modelling software
- Previous experience in country program startup
- Experience in handling partnerships with national NGOs and provide capacity building to their staff
- Complementary skills in: Geophysics, Drilling, construction, hygiene promotion
