GIZ is recruiting (1) Senior Health Advisor for BACKUP Program based in Maputo, Mozambique

Building up resilient health systems is key to achieving the Sustainable Development Goal 3 Good Health and Wellbeing. While Global Health Initiatives (GHI), such as the Global Fund to Fight AIDS, Tuberculosis and Malaria (the Global Fund) have been instrumental for realizing achievements in the fight against specific diseases, health systems in recipient countries still face considerable constraints. Thus, efforts need to be reinforced to further optimize the use of global health funding to strengthen health systems and ultimately achieve health for all.

On behalf of the Federal Ministry of Economic Cooperation and Development (BMZ) and co-financed by Foreign, Commonwealth and Development Office (FCDO), BACKUP Health, Global Programme Health System Strengthening supports partner countries through all stages of the Global Fund grant cycle to strengthen health systems and improve the delivery and impact of Global fund investments. The BACKUP Health programme strengthens capacities of key actors in national health systems and civil society organisations that are responsible for the planning and implementation of Global Fund financing, and enable them to plan, steer and implement global financing more efficiently and effectively to maximise impact. 

UK funding covers investments in three BACKUP Health country programmes namely Uganda, Mozambique and Located in Zimbabwe.

In the three countries, the programme will focus on community systems strengthening towards promoting effective community rights and gender approaches in the utilisation of global financing for health.

We are looking for a Senior Health Advisor with extensive Health Systems experience with good knowledge of Global Health Initiatives and significant technical and policy level experience to lead our engagement in Mozambique.

A.  Key Responsibilities

• Provide advisory and capacity development services to BACKUP partner institutions and organizations in Mozambique with specific focus on community systems strengthening including the identification and planning of technical support;

• Engage in key strategy and policy level fora, establishing and maintaining partnerships with national, bi- and multilateral stakeholders at national and decentralized level in the health sector;

• Coordinate and monitor the implementation of Global Fund related projects and consultancies as part of the BACKUP portfolio and keep track of developments of other global financing mechanisms such as GFF and Gavi identifying and pursuing opportunities to make contributions to an improved alignment and harmonisation at country level, and support these and other principles in the Lusaka agenda.

 B.   Specific Tasks

1.      Technical advice

• Identify the technical assistance needs and opportunities, with a specific focus on community systems; strengthening and civil society engagement, aimed at promoting effective community rights and gender approaches in the utilization of global financing for health;
• Utilize technical expertise to engage in national fora and actively participate and contribute to national strategy development and implementation;
• Provide advice on potential activities based on the identified opportunities, national priorities, project strategy and partner’s needs with a special focus on cross cutting themes such as community, rights and gender;
• Provide technical contributions to the development of policies, guidelines and tools as may be required by programme activities;
• Seek to make contributions to an improved coordination and efficiency across technical assistance facilities in the health sector in Mozambique.

2.      Management and coordination

• Collaborating closely with the UK Government Foreign Commonwealth and Development Office, Global fund Accelerator Adviser, co-create, plan and develop technical and financial support to be provided by BACKUP based on the overall strategy of the project with focus on community systems strengthening with particular consideration of human rights and gender priorities;
• Develop a country level Theory of change and operationalize the monitoring framework for the contribution of interventions in the country to overall project objectives and indicators, including regular reporting on progress;
• Prepare for, participate in and report on national governance, programmatic and technical working group coordination meetings, and other relevant fora;
• Manage and coordinate BACKUP interventions in the country monitoring, technical and financial reporting, logistical management of workshops and field trips;
• Plan and support visits from technical assistance providers Foreign, Commonwealth and Development Office and BACKUP headquarter staff;
• Support knowledge management by collecting and documenting good practices and lessons learned on Global Fund-related processes and technical assistance approaches as well as for Gavi and the GFF.

3.      Communication and networking

• Promote partnerships and linkages between key stakeholders related to the Global Fund, disease specific as well as health system actors, as well as for Gavi and the GFF;
• Identify and pursue opportunities to make contributions to a reduced duplication and inefficiencies and improve coordination within and between the GHIs and country partners;
• Represent BACKUP Health in relevant meetings at the national as well as decentralized level;
• Prepare BACKUP health communication for public relations through national, regional and global publication of project outcomes in close coordination with Foreign Commonwealth and Development Office .

4.      Coordination with other teams of relevant programmes in the country

• Conduct periodic meetings with GIZ/BACKUP management staff to update on progress, results and seek guidance on key challenges;
• Conduct regular meetings with Foreign Commonwealth and Development Office GFA country advisors;
• Conduct regular meetings with GIZ staff and relevant partners in the country to ensure necessary exchange and coordination;
• In coordination with Foreign Commonwealth and Development Office GFA health advisers, participate in coordination meetings with other technical assistance providers.

5.  Other Duties/Additional Tasks

Performs other duties and tasks at the request of management.

C.   Required qualifications, competences and experience.

1. Qualifications

• Master’s degree in public health, Public Policy, Development Studies or a comparable qualification.

2. Professional experience

• At least 10 years professional experience in comparable positions;

• Work experience in public health in Mozambique with public, private institutions or non-profit/ civil society organisations (e.g., disease control, health service delivery, community development);
• Experience in strengthening community health systems and the capacity of community and civil society engagement to Resilient and Sustainable Systems to Health (RSSH);
• A proven track record of building partnerships and effective relationships with a range of stakeholders;
• Experience with health programmes financed by domestic and external resources;
• Experience in promotion of community rights and gender will be an asset;
• Knowledge and experience in climate-health is an added advantage.

3. Other knowledge/skills 

• Highly motivated professional with ability to independently lead processes at the country level as well as work together in a global team, strong managerial and organizational competence, intercultural competence, and very good communication skills;
• Sound understanding of global health architecture, national health sector plan, health systems strengthening and community systems strengthening;
• Excellent interpersonal skills and ability to effectively interact in complex cooperation systems with various stakeholders (including senior government officials, civil society and key population representatives, project implementers and beneficiaries);
• Excellent spoken and written English;
• Very good working knowledge of ITC technologies (related software, phone, fax, email, the internet) and computer applications (MS Office);
• Experience with Global Fund and/or German Development Cooperation would be an asset.
