HR OFFICER (HR & Admin) 

MAPUTO 

Organisation Background: 

Founded in 2011, the International NGO Safety Organisation (INSO) is an international non-governmental  organization that supports humanitarian aid workers by establishing safety coordination platforms. INSO  provides registered NGOs with a range of free services including incident tracking, analytical reports,  safety-related data and mapping, crisis management support, staff orientations and training. INSO  provides daily support to more than 1000 NGOs operating in 16 countries.  

INSO Mozambique: 

INSO provide support to enhance the delivery of aid and preserve the safety of staff employed by NGOs  offering humanitarian and emergency assistance to the people living in the northern region of the country.  By joining INSO Mozambique you will be supporting the humanitarian programs working to help the  people that have been displaced and lost their livelihoods. 

Purpose of Role: 

Acting as the primary assistant to the Operations Manager (OM), the HR Officer will support in carrying  out INSO operations including (but not limited to) HR, admin tasks, and functions. The position will as  part of the Operations team. 

Main Duties and Responsibilities: 

Compliance 

  • Ensure all INSO HR internal policies and procedures are compliant with local labour laws and regulations.
  • Responsible for monitoring and acting in a timely manner on probation periods, contract expiration.
  • Maintain communication with local authorities including tax office, ministry of labour, etc. to maintain strong local governmental relationships.
  • Ensure that staff arriving/departing from the country office (CO) has the appropriate  documentation (Visa, INSO Card, work permit, Alien registration, etc). 

Recruitment  

  • Support management in the full cycle of the recruitment process, including vacancy announcements, interview set-ups, staff inductions, as well as onboarding and off-boarding.
  • Prepare national staff employment contracts and amendments in accordance with legal  requirements and available templates.  
  • Review FM and other contracts and amendments. 

HR Administration and Support 

  • Prepare other HR documentation including termination/warning letters, acting allowances, etc.
  • Responsible for HR files, ensuring that they contain the mandatory documentation according to  the internal checklist.
  • Responsible for the timeliness, accuracy and validity of HRIS data, and carries out regular checks  of data and maintains the HRIS as required.  
  • Support the Operations Manager in handling employee relations issues and as delegated.
  • Provide first line advice and support to managers and employee on INSO policies and HR related  issues.  
  • Responsible for ensuring all trackers and databases are up-to-date and readily available for  management information, including Employee Emergency forms, visa and work-permit trackers,  staff absence etc 
  • Assist the Operations Manager in establishing annual leave planning to plan staff shifts and cover  operational needs. 
  • Focal point for staff and consultants on insurance policy.
  • Prepare payroll for National Staff and Field monitors and act as point of contact for any payroll related queries in liaison with Finance.
  • Prepare payroll as required.
  • Assist the Operations Manager as required and delegated.

Other 

  • Any other duties commensurate with the job role and level.

PERSON SPECIFICATION 

Knowledge, Skills and Experience 

Essential: 

  • Bachelor’s degree in business administration, HR Management, or any other relevant field.
  • Fluency in Portuguese and English, both written and verbal.
  • Ability to work in English. 
  • Minimum 2 years work experience in HR . 
  • Proficiency in Microsoft Office Tools. 
  • HRIS experience.
  • Good knowledge of the country employment law and application.  
  • Payroll experience.

Desirable: 

  • Previous experience in humanitarian or NGO sector.
