The period of performance is five years (2026 – 2031), and the total estimated amount to be awarded is US$155,000,000 million. SUCESSO will aim at achieving the following results by 2031:

• Increased resiliency of provincial health systems to support HIV response
• Strengthened high-quality, comprehensive community-based HIV prevention and treatment services.

Position Summary

ADPP Mozambique seeks a Chief of Party (COP) to provide vision, leadership, and direction to ensure the strategic, programmatic, technical, and financial integrity of an upcoming USAID opportunity in Mozambique. The COP will have the overall responsibility for managing the program objectives and staff, reporting on project activities, making key decisions and resolving problems while ensuring operational and program quality and integrity. The COP will  also serve as the first point of contact with USAID on routine and strategic matters and he/she will also ensure effective organizational management and communication with host country governments and key stakeholders at all levels, including international entities. The COP will be expected to identify issues and risks related to program implementation promptly, suggest appropriate program adjustments, and ensure that systems are in place to mitigate the risk of fraud and abuse. This position is contingent upon an award from USAID. The proposed COP candidate must fulfill the requirements detailed below.

Principal Responsibilities

Provide overall strategic and technical leadership and oversight to the project activities to ensure they are implemented according to PEPFAR/USAID standards and guidelines;

Ensure technical rigor and efficient delivery of the objectives;

Mentor, support, supervise, and manage the key personnel and align their efforts to ensure rapid and sustainable results

Serve as the team lead for the project and ensure strong communication and coordination between all team members to effectively achieve program objectives;

Develop and maintain strong working relationships and alliances with the Government, USAID, local organizations, other USG implementing partners, private sector partners, and other key stakeholders in the country to maximize resources and avoid duplication of effort.

Develop and maintain routine communication with the project team including subcontractors/subgrantees and community care workers to facilitate routine identification of quality gaps and provide support to improve service delivery to beneficiaries.

Work with finance and project staff to develop and track project budgets to ensure resources for project implementation are available and that the project is implemented within budget.

Design and oversee an annual project cycle following USAID’s annual planning cycles.

Ensure the development of strong M&E mechanisms, program monitoring tools, and efficient systems for data analysis used to ensure a high-quality implementation, and support the M&E staff to effectively track data and results and for the project team to have a culture of data for decision-making.

Represent Project SUCESSO’s interests and present progress, achievements, and lessons learned to key stakeholders including MoH and other relevant Ministries, USAID, and implementing partners in public and professional circles through meetings, workshops, and conferences;

Ensure the quality and sustainability of interventions through different service delivery channels particularly in the areas of HIV prevention, testing, care, and treatment services;

Lead planning sessions in close collaboration with USAID, the project team, and project partners and consultation with stakeholders and beneficiaries;

Oversee preparation and ensure high-quality of project reports to USAID, in line with USAID reporting requirements.

Ensure compliance with USAID operational policies and regulations as well as ADPP’s internal processes and procedures;

Develop and maintain a positive and respectful team culture.

Required Qualifications

Master’s degree or other advanced degree (PhD, MD) in a relevant field such as public health; health administration, international health, or a related field;

At least 10+ years of progressive experience in a senior role managing large, complex, and integrated programs of similar scope, including successful activities in HIV/AIDS, TB, and other health areas;

Deep understanding of the Mozambican health sector;

Experience managing and leading USG-funded programs with a budget of over $20M per year;

In-depth knowledge of USAID projects, regulations, compliance, and reporting;

Demonstrated experience managing consortiums and building the capacity of local organizations.

Demonstrated experience in working with MoH.

Demonstrated experience and knowledge in establishing operational systems. Demonstrated experience in leadership roles, promoting strategic planning, team-building, and careful budget management;

Experience hiring and supervising personnel and ensuring they acquire the necessary training and skills to meet evolving project needs;

Experience identifying best practices and adapting them to project realities;

Excellent diplomacy skills and a proven ability to establish and sustain interpersonal and professional relationships with USAID missions, MoH counterparts, and representatives from other key stakeholders such as local organizations, and other USG implementing partners.

Excellent interpersonal, strong writing and oral skills, including fluency in English;

Ability to work in a complex environment with multiple tasks, short deadlines, and intense pressure to perform;

Proficiency in Microsoft Office applications, including virtual online platforms;

Ability to travel within Mozambique and regionally and internationally as needed.

Fluency in English and Portuguese language preferred.
