Since 2017, Cabo Delgado, one of the poorest provinces in Mozambique, has been facing an escalating conflict, compounded by a fragile situation of chronic underdevelopment, consecutive climatic shocks, and recurrent disease outbreaks. Violent attacks by Non-State Armed Groups (NSAGs) have escalated since 2020, heightening protection risks, especially for youth, women, and girls. NSAG activities and counter-offensive operations have forced mass displacement in the province and brought destruction and fear.

Under these auspices, UNDP initiated a stabilization program in Cabo Delgado to assist the Government of Mozambique in its efforts to re-establish the authority and presence of the State in the reclaimed areas, paving the way for a subsequent safe and voluntary return of displaced populations to their areas of origin. Activities under the stabilization program aim to rehabilitate public, security and social infrastructures damaged by conflict, boost socio-economic recovery, and build resilience and social cohesion.

UNDP’s stabilization engagement in Mozambique is part and parcels of the Government’s priorities in Cabo Delgado, as embodied in the reconstruction plan (PRCD), and contributing to the Strategy for the Resilience and Integrated Development of the North (ERDIN) as well as to the Recovery and Peacebuilding Assessments (RPBA). Along those lines, the present programme is fully integrated with other components of UNDP cooperation in the country, as part of its new 2022-2026 programme cycle, with particular complementarity with UNDP’s decentralization programming, as well as with its program on the Rule of Law and Access to Justice and social cohesion and peacebuilding work.

Under the guidance of the Head of Pemba Sub-Office and direct supervision of the Team Leader for infrastructure Pillar, the Civil Engineer will be responsible for all aspects of civil work’s contract management and quality control and assurance within the project. This includes guiding and managing site and supervision engineers/firms, monitoring the progress of the different service providers, and ensuring compliance with UNDP standards and procedures.

Duties and Responsibilities

Objectives of the assignment:

  • Enhance quality development and quality control and optimize civil works projects and activities’ performance and efficiency.
  • Formulates bidding documents in coordination with the relevant functional areas of UNDP and provides effective support throughout all stages of the tendering process.
  • Ensure Compliance with contractual obligations and set up strong contract management mechanisms.
  • Lead and facilitate effective communication and coordination and report on progress and advice on risk management measures.
  • Oversight and building capacity of national institutions.
  • In coordination with UNDP and SPI teams, the Civil Engineer will be responsible for the following key functions.

1. Enhance quality development and quality control and optimize civil works projects and activities’ performance and efficiency.

  • Develop and implement QA/QC plans for all construction activities.
  • Conduct regular site inspections and audits to ensure compliance with QA/QC standards.
  • Review and approve QA/QC documentation, including test results and inspection reports.
  • Provide leadership and guidance to site engineers or supervision consulting firms and government implementing partners to ensure project objectives are met.
  • Monitor progress and performance of site engineers, providing feedback and support as needed.
  • Visit the construction and rehabilitation sites for feasibility assessment and/or progress monitoring – report accurately and prepare executive projects and ensure compliance with QA/QC standards.
  • Provides oversight of the rehabilitation/construction work done by contractors, including the quality and quantity of the materials, construction techniques and works finishing.
  • Certifies that repairs and rebuilding are done in accordance with national Building Codes and public Building Guidelines principles to promote resilience.
  • Ensures that technical documentation on rehabilitation/construction sites are maintained in accordance with relevant national laws and standards for building back better and contracts for works.
  • Signs off on the final handover documentation upon completion of all(re)construction/rehabilitation works in coordination with the relevant Government counterparts.

2. Formulates bidding documents in coordination with the relevant functional areas of UNDP and provides effective support throughout all stages of the tendering process.

  • Provides technical assistance in the establishment of minimum standards for public and community infrastructure requirements for the implementation of specific rehabilitation/construction tasks as required by the specific project.
  • Develops technical project and tender documentation (ToR, tender dossier, tender evaluation, etc.) for the implementation of specific rehabilitation/construction tasks in partnership with the Government.
  • Ensures that necessary supporting documentation is in place prior to issuance of tender.
  • Participates in the evaluation of bids and selection of best bidder to the tender for rehabilitation/construction works and assessment of the bidder’s competencies and experience against minimum qualification requirements as per the Request for Proposal/Invitation to Bid requirements.
  • Analyses measures, quantities and descriptions of each item in the offers against the advertised BoQ;
  • Analyses and reviews the offered unit rates against the cost estimate in correlation with BoQs, provided by a design company, and to assess whether they are realistic.

3. Ensure Compliance with contractual obligations and set up strong contract management mechanisms.

  • Oversee all contract administration and financial activities, ensuring adherence to UNDP guidelines and contractual obligations.
  • Monitor contract performance, including compliance with terms and conditions, deliverables, milestones, and timelines.
  • Manage contract amendments, variations, claims, and disputes effectively.
  • Prepares/reviews budget estimates based on the recommended solution for project implementation and contract management.
  • Ensure all payments are done on timely manner and according to the contractual obligations.

4. Lead and facilitate effective communication and coordination and report on progress and advice on risk management measures.

  • Review and approve the contractual documents and collaborate with the procurement unit to review and approve all contractual documents before awarding them to the winning contractor, ensuring compliance with UNDP standards and project requirements.
  • Lead the handover of the site to the contractors, issue the commencement letter, and approve and receive all contractual submittals. This includes bank guarantees, insurance, time schedules, project execution programs, material lists, and service provider procurement plans.
  • Responsible for coordinating the works and oversight of the construction, consulting firms, and supervision companies of the rehabilitation work under his/her responsibility.
  • Negotiates modifications with architects and engineers; dealing skilfully with a diverse range of people including clients; architects; other engineering professionals; and sub-contractors.
  • Licensing: determines necessary building permits, and licenses, and ensures that they are obtained.
  • Operation, be responsible of ensuring that all rehabilitated or constructed buildings are used and functioned by the relevant authorities after the handover.

  • Maintain accurate records of all contract management and QA/QC activities.
  • Report any issues, incidents, or deviations from project plans promptly, proposing solutions as necessary.

5. Oversight and building capacity of national institutions.

  • Train, coach, and mentor the UNDP engineers, CTG engineers, national institutions, contractors, implementing partners and other stakeholders under the stabilization project – on the BoQ preparation, technical specifications, reporting formats and on contract management, supervision/monitoring of implementation, ensuring quality control and application of international standards.
  • Expected Outputs: The key results of this assignment will significantly impact the overall performance of the Stabilization Project, ensuring the successful implementation of infrastructure projects and civil works contracts. The major outputs expected include.
  • Completion of all awarded construction/rehabilitation works on time and within the available budget.
  • Ensure meticulous oversight of all contract management processes, resulting in zero errors in contract administration and execution.
  • Comprehensive site assessments and documentation.
  • Timely reporting.

  • Effective monitoring and supervision.

Required Skills and Experience

Education:

  • Advanced university degree (master’s degree or equivalent) in civil/construction engineering or related field is required, or.
  • A first-level university degree (bachelor’s degree) in a relevant field in combination with an additional two years of qualifying experience will be given due consideration in lieu of the advanced university degree.

Experience:

  • Minimum of 2 years (with master’s degree) or 4 years (with bachelor’s degree) of relevant experience at the national or international level in Civil or Construction Engineering in Mozambique is required;
  • Experience in the use of computers and office software packages (MS Word, Excel, etc.). and advanced knowledge of web-based management systems such as ERP;
  • Experience in the usage of construction and architecture software packages and web-based management systems.
  • Work experience as civil works and contract manager successfully delivering at least 1 similar project;
  • Sound background of UN infrastructure procurement procedures highly desirable;
  • Experience working in or directly with relevant Ministries of related field is an asset;
  • Registration in Engineers Order Mozambique is an asset;
  • Having relevant publications related to Engineering projects in Mozambique is an asset;
  • Having qualification and experience with Water Supply and Sanitation sector is an asset;
  • Having qualification in Administration is an asset considering that the job requires management of contractors.

Required Language(s):

  • Fluency in Portuguese and English is required.
