Background of the Position

As part of its activities in Cabo Delgado province, under the IMPACT REACH initiative aimed at providing dedicated technical capacity to strengthen the information management of the Rapid Response Mechanism (RRM), specifically regarding post-shock Rapid Needs Assessments (RNA), ACTED is opening the following position: Data Officer.

Job Purpose

The REACH Database Officer will be responsible for designing and implementing data cleaning, analysis, and visualization processes, as well as managing large databases. This includes automating processes and supporting mission activities with information management tasks, such as data cleaning, analysis, and report generation.

Duty Station

  • The Data Officer’s duty station is Pemba, with possibility of visits to districts of Cabo Delgado province.

Objective

  • Provide technical support to REACH research activities in a reliable, accurate, timely, and transparent manner.

Duties and Responsibilities

Support to Assessment

  • Assist team members in designing and implementing evaluation strategies and methodologies, including sampling frameworks, data analysis plans, data collection tools, and data quality control;
  • Ensure the quality and accuracy of REACH data, as well as confidentiality and protection of collected information through efficient data cleaning and processing;
  • Manage data analysis following IMPACT guidelines;
  • Design and produce compelling information products such as fact sheets, reports, dashboards, and/or maps.

 Technical Assistance

  • Provide guidance to the local team on the application possibilities of different analysis packages, especially in R, including those developed by IMPACT headquarters;
  • Collaborate with the local team to troubleshoot existing data codes and processes;
  • Train staff in statistical analysis and programming;
  • Proactively identify data support needs across the mission and address them;
  • Develop innovative solutions for data management;
  • Take initiative and participate creatively in conducted assessments, managing internal and external data to identify innovation opportunities, enhance quality, and ensure strategic coherence;
  • Improve data quality through automation of validation and cleaning processes (preferably in R), including large databases generated from national-level assessments;
  • Automate recurring data analysis processes to shorten the time between data collection and information product creation;
  • Design technical products and processes to facilitate the use of generated information for implementing humanitarian response;
  • Support data analysis innovation, such as early warning systems and other priority-setting methods. Each REACH member is responsible for ensuring that all interactions with the communities where REACH and its partners operate are conducted respectfully and consultatively. Careful attention must be given to ensure that communities are adequately consulted and informed about REACH program objectives, activities, beneficiary selection criteria, and methodologies.

Skills and Qualifications

  • Excellent academic background, including a Master’s degree in a relevant discipline such as Statistics, Computer Science, Information Management Systems, Mathematics, etc.;
  • Advanced experience in complex data analysis using R.;
  • Advanced knowledge of database management;
  • Strong analytical and debugging skills, including the ability to identify outliers and trends and contextualize results;
  • Consistent knowledge of Excel;
  • Experience in cleaning large datasets;
  • Experience conducting temporal or spatial trend analyses;
  • Ability to work independently;
  • Strong attention to detail and commitment to producing high-quality work;
  • Openness to feedback and willingness to learn;
  • Interpersonal and communication skills;
  • Flexibility and adaptability to changing needs and responsibilities;
  • Intermediate level of English (mandatory factor).

Desirable

  • Good knowledge of different sampling frameworks;
  • Experience creating dashboards (Shiny, Tableau, PowerBI);
  • Ability to design and manage Kobo, ODK, or other data collection tools;
  • GIS software management (ArcGIS/QGIS);
  • Relevant work experience in humanitarian or development contexts.

Type and Length of Contract

  • Fixed-term – 6 months, with the possibility of extension.

Salary Package

  • 90,419.00 MZN gross per month.

Note: The salary offered is all-inclusive; it does not include relocation or housing support. ACTED offers 6 days of paid leave per 90 days worked, time-off-in-lieu (TOIL), and health insurance. Please consider these conditions carefully before submitting your application.

Adoption of ACTED’s Ecologization Policy

ACTED’s ecological strategy aims to combat environmental degradation and climate change while simultaneously meeting the needs of the most vulnerable, who are often the most affected by the worsening environmental crisis. Each ACTED staff member will adhere to these principles through fundamental ecological programming responsibilities:

  • Contribute to the adoption and development of the ecological strategic plan.
  • Explore opportunities and/or innovative ecological programming solutions within their responsibilities and roles.
  • Encourage and promote environmental protection processes and environmental programming standards in accordance with the project operation notes (PON) and technical guidance notes.

Adoption of ACTED’s PSEA Policy

The Candidate is responsible for adhering to ACTED’s policy on protection against sexual exploitation, abuse, and harassment (PSEA policy). The Candidate must complete all mandatory training related to the Code of Conduct and PSEA policy and report any protection issues, such as violations of organizational policies or codes of conduct, following ACTED’s procedures. The Candidate is mandated to perform their duties in a manner that does not harm children, vulnerable adults, or other staff or volunteers.
