Context:

The International Organization for Migration (IOM), the UN Migration Agency is a dynamic and growing inter-governmental organization, with 174 member states. Established in 1951 and now active in over 590 field locations worldwide, IOM works with partners, government, and civil society to promote international cooperation to address operational challenges of migration and mobility, assist in the search for practical solutions to migration problems, and to provide humanitarian assistance to migrants in need, including refugees and internally displaced people. IOM addresses the migratory phenomenon from an integral and holistic perspective, including links to development, to maximize its benefits and minimize its negative effects.

IOM is committed to a diverse and inclusive environment. For the purpose of this vacancy, the following internal candidates who meet the eligibility criteria are considered as first-tier candidates:

  • Internal candidates in Professional and Highter Categories and National Officer (NO) Category with regular or fixed-term contracts should meet the minimum time in post requirement of 12 months, for Special Short-Term contract holders, the minimum time in post is 6 months at the time, of the closing of the VN.
  • There is no time in post requirement for staff members in the General Service (GS) category. In addition, all applicants should meet eligibility requirements for languages, education and work experience requirements stipulated in the SVN.2 Under the Overall supervision of the DDRR PM and direct supervision of the DDRR Program officer the incumbent will support the Peace and Development Coordination Unit (PDCU), in close coordination with Programme Support Unit (PSU), Regional Office and IOM HQ, in project implementation and project planning for conflict management, community resilience and peace building and conflicts mitigation, ensuring identification of opportunities, timely drafting, compilation and submission of project concept notes and proposals (including work plans and logical frameworks) in compliance with donor requirements.

Responsibilities and Accountabilities

1) Assist in the planning, coordination, implementation and monitoring of project activities.

2) Compile, summarize, analyse, and present information/data on specific project topics, highlighting noteworthy issues for the consideration of appropriate parties.

3) Monitor budget implementation and propose adjustments as necessary.

4) Act as focal point for administrative coordination of project implementation, involving extensive liaison with diverse organizational units and external parties to initiate requests, obtain necessary clearances, follow-up on administrative actions, etc.

5) Draft status reports; identify shortfalls in delivery, bring them to the attention of the supervisor and suggest corrective measures.

6) Draft correspondence on project issues; prepare and update reports, briefing notes, graphics, statistical tables, and other forms of documentation.

7) Organize meetings, workshops and training sessions; prepare training materials and participate in the delivering of capacity building workshops.

8) Respond to complex information requests and inquiries; set up and maintain files/records.

9) Participate in meetings and conferences; maintain effective liaison and coordination with local authorities, partners, United Nation agencies, intergovernmental and non governmental organizations, donors and other stakeholders relevant to the project.

10) Monitor work of implementing partners and report any non-compliance to the supervisor.

11)Provide inputs for the development of Standard Operations Procedures (SOP) and concept papers and provide general support for the development of new projects.

12)Provides guidance/training and assist in coordinating and monitoring work of other staff in the unit; may supervise other staff as assigned.

13)Perform other related duties as assigned.

Required Qualifications and Experience

Education

  • School diploma with six years of relevant experience; or,
  • Bachelor’s degree in political or social Sciences, International Relations, Development Studies, Migration Studies, Human Rights, Law or related fields from an accredited academic institution with four years of relevant professional experience.

Experience

  • Knowledge of financial rules and regulations.
  • Excellent planning and organizational skills are required, including the ability to meet deadlines and work under pressure.
  • Excellent communication and negotiation skills. Ability to present clear and concise information is required.3

  • Strong writing skills.
  • Ability to document and organize.
  • Capacity to write succinct activity and quarterly reports.
  • Excellent communication and analytical skills.

Languages

Fluency in English and Portuguese is required (oral and written) Working knowledge of Portuguese is an advantage.
