Overview
The Senior Quality Operations Specialist will be responsible for assisting the PQM, and where required deputizing developing of strategies and plans to ensure compliance with established Codes, Standards, Regulations, Policies, Procedures and Contractual Requirements.
Responsibilities
- Understand Contract requirements.
- Understand Sub-contract agreement requirements.
- Understand local regulatory requirements related to Quality.
- Maintain the Project Quality Plan.
- Supervise QC inspectors and provide daily assignments.
- Report Project Quality performance (KPI) to Project Quality Manager.
- Maintain Project Quality Training records.
- Coordinate with Project Team on all QA/QC issues.
- Monitor, manage and coordinate Procedure Program Implementation – including New Procedure Generation, revisions, and compliance.
- Maintain and Prepare QA & QC Plan Details or Inspection and Test Plans (ITPs) as applicable.
- Verify Project Specific Quality Control Procedures are implemented.
- Assist with Preventive Maintenance Schedule for applicable contract materials and equipment, along with overseeing preservation methods are implemented adequately on a regular basis.
- Coordinate with Project Quality Manager for identification and development of WPS’s and Procedure Qualification Record (PQR’s).
- Track Production Test Plate (PTP) welding and Testing.
- Maintain and Track Welder/Welding Operator Performance Qualifications (WPQ’s).
- Verify Material Management (Identification and Traceability) requirements are implemented.
- Review Project deliverables to confirm compliance with quality requirements.
- Support Project Quality Manager in subcontracting and procurement cycles to ensure specified quality requirements are met.
- Review quality records/documents for correctness and completeness.
- Maintain applicable subcontractors/suppliers’ quality documentation.
- Maintain the effective management of on-site QC inspection and testing activities.
- Review and track Weld Rod/Filler Material usage on site.
- Maintain and coordinate Project NDE and NDE Tracking System.
- Verify and Ensure Hydrotest – Pressure Test Instructions/ Line List requirement/ Cable Schedule requirement and compile necessary Test Packs/ Loop checks.
- Follow Systemization process (down to tagged items, test pack and loop level).
- Maintain Inspection and NCR/CAR logs.
- Maintain welder performances and track unsatisfactory performances.
- Maintain project quality documentation and records.
- Track programmatic compliance to project quality objectives, applicable codes, standards, policies, procedures and specific contract requirements.
- Maintain and Track QA audits of project activities according to project audit program.
- Establish and maintain communications with all project departments, client and subcontractor(s).
- Track and Maintain Mechanical Completion up to Final Acceptance are achieved.
Local Requirements
- Project based: Mozambique LNG Project (Cabo Delgado – Afungi).
- Preference for candidates from Project Region/Vicinity.
- Clean Police Clearance.
- Fit for duty.
- Multi Language skills is a plus.
Qualifications
- Bachelor’s Degree in Engineering in Mechanical, Metallurgical, Structural Engineering or equivalent (Preferred).
- 7 Years or more as QC Supervisor/ QC Engineer in Capital Projects, Supervising a min of 10 quality personnel.
- 5 years or more in managing quality in Capital Projects in Oil & Gas.
Optional Certifications
- ISO 9001:2015 (Lead Auditor).
- CSWIP 3.1.
Diploma in Engineering Discipline
- 10 Years or more as QC Supervisor/ QC engineer in Capital Projects, Supervising a min of 10 quality personnel.
- 5 years or more in managing quality in Capital Projects.
Skills and Behaviors
- Mechanical (Tank Erection, rotating equipment, piping) Experience/ Knowledge related to LNG Plants, with preferable knowledge of involved multi-discipline construction execution: Civil & Concrete Walls (concrete mix design, batch plant process, prestressing)/ Structural/ Insulation/ Coating & Lining / E&I/ System-Subsystem Completions with Pre-Commissioning/Commissioning and Ready for Start Up – RFSU…).
- Knowledge of applicable Management System documentation.
- Must be familiar with and have knowledge of applicable codes and standards including but not limited to: ASME Section II, ASME Section V, ASME Section VIII, ASME Section IX, ASTM Material, API 650, API 620, AWWA D100, AWS D1.1, ASME B31.3, ASME B16.5/B16.47, etc. (including product specific related codes as and when needed).
- ISO 9001 Quality Management System Standards.
- CIVIL and E&I related specs in Oil & Gas/ LNG.
- Coordinate with Project Quality Manager for all project quality related matters at the point of assignments.
- Understands project requirements and ensures compliance.
- Compiles project records and handover for final documentation related to ITP.
- The candidate should be able to communicate effectively with internal and external disciplines at multiple levels.
