Action Contre la Faim (ACF) is a humanitarian association recognised as being of public benefit and founded in 1979, the organisation operates in 47 countries in the fields of nutrition, health, food security and livelihoods, water, hygiene and sanitation and mental health and care practices.
Contract duration: 6 months
Receiving base: Mueda
Availability: Imediate
Special Conditions: Position available only for residents from Cabo Delgado and Nampula.
Remuneration: 82,215.00 (Gross monthly Income) and 13th Month paid in December (prorata depending on the starting date)
Benefits: Health insurance including partner and children (providing certificates); 2 days per month paid leaves
SPECIFIC OBJECTIVES (NOT COMPLETE)
This person will be responsible for the General Supervision of the implementation of the the Hardware componente of WASH intervenctions program in response to people affected by the conflict in Cabo Delgado with efficiency, quality and relevance and in line with the mandate, technical criteria, environmental regulations and ACF strategy and following internal requirements and regulations of donors.
He will support and supervise the general execution of the activities, contributing with his knowledge and experience to improve the efficiency and effectiveness of the actions.
Participate in all meetings regarding the construction and reabilitation Works and document the meetings. Support the line manager with management of the contractor.
Objective 1: Supervises the water suuply, irrigation and sanitation component during the phases of the project cycle (identification, design, implementation and monitoring, reporting and evaluation)
- Participate in the identification and formulation/reformulation of the program’s water and sanitation activities and, under the principles of confidentiality and data protection, collects information for the design of the response;
- Supervise contractors and produces documents (check list) necessary for supervision. Ensure the documentation of all stages of execution of a work and the project in general in close coordination with the SDPI;
- Document all meetings with the contractor and have the contractor signing the notes and have the notes as means of verifications archived;
- With the support of the deputy Manager, identify areas in which the officers need support and conduct adequate training to build technical capacities in the officers and guarantee the implementation of the activities with the required extreme quality;
- Conduct baseline survey with Coordination of RRM and Meal team in all áreas of intervention.
- Draft a report of the baseline, document and archive;
- responsable for supervising well/ boreholes constructions, and the reabilitation of water points with Hand pump Afridev occurs;
- Supervise and provide tecnhical advise to the contractors and documenta all recemendations provided;
- Report in a timely manner to Manager proposing solutions to resolve the difficulties encountered and document all project actions in accordance with the necessary means of verification;
- Generate technical and statistical reports on the progress of activities under its responsibility;
- Immediately communicate to its hierarchical and/or functional manager any situation that hinders or may jeopardize the proper development of the work, so that corrective measures and necessary decisions can be taken in a timely manner;
- Collect and documents information of interest to the project
- Feed and ensure the production of activity progress reports in due time (APR).
Objective 2: Logistical and administrative management of water and sanitation activities under its responsibility
- Follow the indicators, the budget, the purchase plan, the activities, the schedule and participate in the planning;
- Validate bills of quantities drafted by the WASH officer(on water points needs), for orders in advance in accordance with the logistical, administrative and financial regulations of the mission;
- Support in identifying suppliers, hiring qualified labor and preparing the necessary technical documents;
- Draft tecnical Specification of borehole drilling, well construction, Spring protection and latrine;
- Overall responsible for the production of any Bill of Quantity;
- Archive all means of verification and information (physical and electronic) of the different activities carried out in the Project;
- Schedule, together with the technical team of the project, the weekly execution of activities in coordination with the other technical and support departments;
- Deliver the information (physical and electronic) one week before the end of the execution of your part of the project to the component coordinator.
Objective 3: Coordination with other relevant actors
- Establishe (whenever delegated and at field level) the network of contacts and coordination with external actors (municipalities, leaders, other NGOs, volunteers, subcontractors…);
- Transmit all necessary and complete information in a timely manner to ensure safety in the areas of operation.
Objective 4: Needs assessment and project formulation
- Identify, assess and document WASH needs among crisis-affected populations in your area of intervention.
Objective 5: Supervise and manage the team of Officers
- Team management (leadership, monitoring, motivation);
- Assessment of team members (officials);
- Approve all administrative issues, for example timesheets in collaboration with the line manager.
- Delegate tasks whenever is necessary.
This list of responsibilities is not exhaustive. Some others responsibilities / tasks can be added, according to the activities and after validation by the Superiors.
SKILLS REQUIRED
Diploma / Level of studies:
Certificate or Diploma (or higher level) Civil/Hydraulic/Mechanical/Geological Engineering.
Experience and skills required:
- At least 2 years working in the water, sanitation and hygiene promotion sector;
- Expirence in irrigation and wáter harvesting structtures planing desigh and cosntrction;
- Work experience in isolated rural areas or adaptability;
- Experience in managing small staff;
- Experience in Producing BoQs;
- Tecnical experience on water points contruction;
- Honesty, humanitarian principles, institutional identification, communication skills, team spirit and speed;
- Advanced command of Windows, Office, Google Earth and Autocad for managing information and reports;
- Knowledge of local dialect (Shimakonde and/or Kimuane. Portuguese. English preferred but not required);
- Diplomacy and hood relational qualities;
- Flexibility and Creativity;
- Internal mobility in Macomia or Quissanga or Mueda.
